Rachel Buckler was thrown off a bridge by Fingers of The Arm on a foggy night, with the intention that the fall into the water far below would kill her. Instead she fell through a radioactive cloud that had been accidentally released from a nearby power plant, with the result that it transformed her into... The Fog!
ALTERNATE FORM (Gaseous Form)[Fog Form] (World Class): The Fog can assume a gaseous form, becoming a woman-shaped patch of living fog. In this form she moves at Terrible Speed using permanently on Flight. She can also flow through any gap or crack in a door, window or vent and is immune to physical attacks other than those which would disperse a cloud.
